The BBC report that Arsenal have offered Ramsey, 27, a lucrative new five-year deal in a bid to convince him to stay.
Ramsey joined the club from newly-promoted Cardiff in 2008 going onto make 234 league appearances for the club.
Emery is also keen to tie Jack Wilshere down to a new deal.
The midfielder is considering his future at the Emirates after being left out of Gareth Southgate’s World Cup squad.
His deal expires at the end of June and continues to wait on other offers before committing his future.
Emery is eager to avoid another scenario with Ramsey and wants face to face talks with the Welsh international to stress how important he is to his long-term plans for the team.
Ramsey, recently voted the club’s Player of the Season, had been hedging his bets until he knew who was going to be replacing Arsene Wenger as manager.
