The 23-year-old is a talented player but has struggled to oust Giorgio Chiellini, Benedikt Howedes and Medhi Benatia from Juventus’ first team.
Arsenal will be looking for a long-term replacement for German defender Per Mertesacker.
But Calcio Mercato report Juventus will not consider selling Rugani for less than €40m (£35m).
It is also reported that the Italy star’s future depends on whether Massimiliano Allegri remains at the club.
The former AC Milan boss has been linked with the Arsenal job and touted as a potential replacement for Antonio Conte, should he leave Chelsea this summer.
Rugani has featured 22 times for Juventus this season.
