The German central defender was caught out by a long goal-kick by Claudio Bravo.
Manchester City striker Sergio Aguero latched onto the ball and chipped the advancing Arsenal goalkeeper to give his side the lead.
Pep Guardiola’s men barely had to break sweat as they dominated the game and ran out 3-0 winners over a tired looking Gunners side.
And Wales international Ramsey pointed the finger of blame squarely at the Mustafi.
“Obviously we’re all very disappointed,” he told the official Arsenal website.
“We wanted to try and win the game but we made a silly mistake which led to the first goal and that was disappointing.
“Perhaps we could have taken the lead, but we can’t afford to concede goals in the way that we did today.”
Asked whether he felt Arsenal were unprepared for the showpiece occasion, Ramsey felt they were.
“Yes, of course,” he said. “We were determined from the beginning.
“We created a couple of opportunities and their keeper made a great save on one of them.”
