Arsenal considered signing Bayer Leverkusen defender Omer Toprak before agreeing a fee to sign Mustafi, according to the Mirror.
Wenger had made signing a centre back his priority since the end of last season and the French man was forced to step up his efforts after Per Mertesacker and Gabriel Paulista suffered injuries during preseason.
Mustafi was Wenger’s priority target but a move for the German appeared complicated at first. Arsenal were initially willing to pay around £20m for the defender but Valencia were holding out for the player’s £43m release clause. Both clubs were unable to agree a fee and Wenger then made a move for Toprak.
Arsenal were also unable to agree a fee to sign Toprak and the club had to return to negotiations with Valencia.
Toprak is currently regarded as one of the best defenders in the Bundesliga and Bayer Leverkusen were determined to get a huge fee for their star man.
Arsenal have now agreed a fee to sign Mustafi and the German is expected to complete his move to the Emirates before Tuesday having passed his medical.
Arsenal would pay £35m to Valencia for Mustafi and the German is expected to compete with Holding and Koscielny until the injured players return to action.
